in the changing metropolis, many of the residences in the kurland quarter were gradually convert ed into offices from the mid-20th century to meet the growing demand for smaller offices. today, with housing shortages, flexible working arrangements, and sustainability being central concepts, many politicians are in favor of convert ing existing office buildings into housing rather than building new ones.
